Toyo-Malaysia Wins PHOENIX-OSBL Project to Support SAF Facility Development in Pengerang, Johor

Toyo Engineering & Construction Sdn Bhd (Toyo-Malaysia), a subsidiary of Toyo Engineering Corporation, has been awarded a contract for basic and detailed engineering, procurement, construction, and commissioning (BEPCC) of the outside battery limit (OSBL) facility at the Pengerang Integrated Complex (PIC) in Johor.

The contract, secured on December 23, 2024, was awarded by PRPC Utilities and Facilities Sdn Bhd, a subsidiary of PETRONAS Refinery and Petrochemical Corporation (PRPC), which serves as the park developer and manager of PIC.

This project is part of PETRONAS’ ongoing biorefinery development within PIC, one of Southeast Asia’s largest refinery and petrochemical hubs. The facility will provide critical infrastructure to support the production of Sustainable Aviation Fuel (SAF), ensuring seamless integration with existing operations.

Toyo-Malaysia’s scope encompasses the entire BEPCC process, from engineering design to full commissioning. The company’s involvement will ensure the delivery of a robust, efficient, and sustainable infrastructure aligned with PRPC’s operational goals.
