USDA Allocates $537 Million to Expand Biofuel Infrastructure Across 29 States, Including Minnesota

The U.S. Department of Agriculture (USDA) has announced $537 million in funding through the Higher Blends Infrastructure Incentive Program (HBIIP) to support 543 biofuel infrastructure projects across Minnesota and 28 other states. This initiative aims to expand access to higher biofuel blends, strengthen rural economies, and enhance domestic energy security.

The funding will support fueling stations, distribution facilities, and transportation infrastructure necessary for increasing the availability of ethanol and biodiesel in the U.S. market. According to the USDA, this investment is a key step in promoting renewable energy sources, reducing greenhouse gas emissions, and supporting American farmers and rural businesses.

U.S. Secretary of Agriculture Brooke Rollins made the announcement at a biofuel production facility in Iowa, highlighting the administration’s commitment to strengthening biofuel markets and advancing energy independence.

“This investment in biofuel infrastructure will not only support farmers but also expand consumer access to cleaner, more affordable fuel options,” Secretary Rollins stated. “By increasing the availability of higher ethanol and biodiesel blends, we are driving economic growth in rural communities and reducing reliance on fossil fuels.”

Year-Round E15 Sales in the Midwest

Starting this month, Minnesota and seven other Midwestern states will have year-round access to E15, a gasoline blend containing 15% ethanol, following a rule change by the Environmental Protection Agency (EPA). Previously, sales of E15 were restricted during summer months due to air quality concerns.

Expanding Biofuel Infrastructure

Originally launched to increase the adoption of higher biofuel blends, the HBIIP program provides funding for:
Installation of fuel pumps and storage tanks
Upgrading distribution terminals
Expanding access to higher ethanol and biodiesel blends

The USDA emphasized that biofuels play a crucial role in achieving climate goals, reducing carbon emissions, and creating new market opportunities for corn and soybean growers. By modernizing fueling infrastructure, the program ensures that consumers have greater access to renewable energy options, helping drive sustainable growth in the transportation sector.
