UK’s Environment Agency Invites Bids for £3 Billion Flood and Coastal Management Framework

The UK’s Environment Agency is preparing to launch its next-generation £3 billion flood and coastal management delivery framework, inviting expressions of interest and pre-market engagement from contractors, according to a report by Construction Enquirer. The tender process for the new Collaborative Delivery Framework 2 is expected to commence in March 2025.

This forthcoming framework will integrate both technical consultancy services and construction work, focusing on the agency’s asset management, maintenance, refurbishment, and new construction projects. The framework will succeed the current partnerships with major contractors like BAM Nuttall, Kier, Jackson Civil Engineering, and VolkerStevin, alongside design service providers such as Arup, Atkins, Jacobs, and Jeremy Benn Associates.

The selected firms will be responsible for developing, designing, and executing a range of flood and coastal management projects. These projects will include both nature-based solutions and traditional hard engineering methods. Project values are expected to range from £1 million to £75 million, and will be divided into three distinct value lots, aligned with the agency’s regional hub structure:

  • Lot 1: Focused on strategy, appraisal, and design services for projects valued over £1 million.
  • Lot 2: Involving simple appraisals, business case services, early supplier engagement for optioneering, detailed design services, and construction works valued between £1 million and £10 million.
  • Lot 3: Covering similar services as Lot 2, but for projects valued over £10 million, with the possibility of mini-competitions for higher-value contracts.

Lot 1 and Lot 2 will be allocated across six geographic hubs, while Lot 3 will cover larger areas, potentially involving broader geographic splits.

Construction contractors interested in participating are invited to complete a pre-market engagement questionnaire, with submissions due by 10 a.m. on September 17, 2024. This initial engagement is specifically targeted at contractors, with consultants not required to participate at this stage.
