SUEZ has partnered with Empresa Pública de Águas de Luanda (EPAL E.P.), Angola’s public water utility serving Luanda, Icolo, and Bengo, to launch a €100 million contract aimed at modernizing the water supply systems in these provinces. Officially signed in 2022, this three-year project began in April 2025 and will benefit around 12 million residents.
This initiative is part of Angola’s broader efforts to address the country’s growing demand for reliable, high-quality drinking water, a challenge exacerbated by climate change. The modernization project focuses on three key areas:

Expansion of Water Production: Upgrading five existing water treatment plants in the capital and adding new facilities, including three Compact Units supplied by SUEZ.

Improving Distribution: Implementing a smart, real-time monitoring system for water infrastructure and networks, coupled with leak detection and repair efforts.

Customer Service Enhancements: Introducing a modernized billing system and installing 9,000 smart water meters to provide real-time consumption data and improve resource management.
Additionally, the project includes a skills development initiative for EPAL employees, utilizing the WIKTI methodology developed by SUEZ. This methodology helps assess individual and team competencies, facilitating the creation of tailored training programs to build long-term local expertise.
SUEZ has been actively involved in Angola since the 1970s, previously constructing key water treatment plants, including the Kifangondo plant, which was rehabilitated in 2016. Currently, SUEZ is also overseeing the construction of the BITA water production plant, scheduled for completion by 2026.
In January 2025, SUEZ and EPAL E.P. reaffirmed their commitment with a new memorandum of understanding, extending their collaboration beyond 2028.
