Italy’s Rina has secured the front-end engineering and design (FEED) contract for the onshore facilities of Petronas’ Southern Cluster carbon capture and storage (CCS) project in Malaysia — one of the country’s flagship decarbonization initiatives.
The award, confirmed by Rina on Thursday, follows the company’s completion of pre-FEED services for the project in 2024. Under the FEED scope, Rina will provide advanced engineering for the onshore carbon dioxide receiving terminal in Kuantan, Peninsular Malaysia. The terminal is designed to receive CO₂ from multiple domestic and international emitters before transporting and injecting it into offshore geological storage.
The Southern Cluster CCS project, operated by Petronas CCS Ventures, is scheduled to begin operations by 2029 and aims for a capture and storage capacity of 5 million tonnes per annum of CO₂. It is part of a broader national initiative that includes the Northern Cluster in Kerteh and the Eastern Cluster in Sarawak, which are also in various stages of development.

Although the contract’s value was not disclosed, Rina noted that the project will accelerate delivery of one of Southeast Asia’s most advanced low-carbon infrastructure developments, further positioning Malaysia as a regional CCS leader.
