Qatar Announces Investment Opportunities for Recycling Factories in Al-Afja

The Ministry of Municipality and the Ministry of Commerce and Industry (MOCI) have announced new opportunities for investors to acquire land plots in the Al Afja Recycling Industries Zone to establish specialized recycling factories. This initiative aims to strengthen public-private partnerships and advance Qatar’s circular economy.

The announcement was made during a joint press conference at the Ministry of Municipality’s headquarters, featuring Eng. Hamad Jassim Al Bahr, Director of the Waste Recycling and Treatment Department, and Omar Jaafar Al Ali, Director of the Industrial Areas Department at MOCI.

Eng. Hamad Jassim Al Bahr highlighted that these land opportunities align with Qatar’s national plan to reduce, recycle, and manage waste effectively, transforming waste into multi-use resources for various industries.

Currently, the Al Afja Recycling Industries Zone hosts 24 factories under construction and 16 operational facilities specializing in recycling paper, wood, plastic, glass, textiles, electronic waste, animal waste, and food waste. The project aims to diversify Qatar’s industrial sector and optimize waste management.

Al Bahr emphasized that this initiative responds to the rising waste generation driven by urban and economic expansion, positioning Qatar as a leader in sustainable waste management while fostering stronger private-public sector collaboration.

Eng. Abdulla Al Maadeed, Director of Industrial Development at MOCI, stated that the initiative is part of the Qatar National Manufacturing Strategy 2024-2030, which seeks to:

  • Enhance national industrial competitiveness
  • Support the transition to a circular economy
  • Promote innovative recycling solutions and resource optimization

He reiterated MOCI’s commitment to empowering the private sector in developing sustainable industries, particularly in recycling, which has a positive impact on the national economy and environmental conservation.

Interested investors can apply for land plots through the Single Window Platform starting May 21, 2025, until August 21, 2025. The three-month registration period is designed to ensure streamlined procedures for businesses looking to establish waste recycling projects in Al Afja.
