Oman’s be’ah Invites Bids for Landfill Gas-to-Energy Project

Oman Environmental Services Holding Company (be’ah) is set to open bids this month for a Landfill Gas-to-Energy project in the Sultanate.

In July 2024, be’ah issued an international tender for the Engineering, Procurement, and Construction (EPC) of a Landfill Gas-to-Energy system at the Barka and Al Multaqa engineered landfills. The tender document can be purchased until August 11, 2024. The pre-bid clarification deadline is August 18, with the submission and bid opening date scheduled for August 25, 2024.

While the EPC tender notice lacks specific project details, be’ah’s latest sustainability report reveals the company’s plans to capture and utilize landfill gas to generate carbon credits or renewable energy certificates for trade. The report also indicates that OQ Trading will assist be’ah in identifying projects with carbon credit potential and will support the development, certification, and sale of these credits in eligible markets.

Currently, be’ah is capturing gas at the Al Multaqa and Barka landfills and is working on obtaining carbon credits for these sites. Future plans include registering additional landfill cells across Oman for carbon credits and exploring other gas utilization projects, such as converting it to biogenic CO2 or integrating it into the national gas network.

Additionally, be’ah is collaborating with Nama Power and Water Procurement Company (PWP) on a Waste-to-Energy (WtE) project. This initiative aims to process over 70% of Oman’s annual municipal solid waste, contributing to be’ah’s goal of achieving an 80% waste diversion rate by 2030. PWP’s feasibility study suggests that the WtE plant, developed under the Independent Power Producer (IPP) model with a Power Purchase Agreement (PPA), will produce 130-140 megawatts (MW). The projected Commercial Operation Date (COD) for the Barka WtE IPP is the second quarter of 2028.
