Hydrom, the entity leading the development of Oman’s green hydrogen industry, has issued the Request for Qualification (RFQ) for its third green hydrogen auction round.
The Request for Proposal (RFP) will be shared with shortlisted applicants by mid-June 2025, with final bid submissions due by the end of January 2026. Awards are expected in Q2 2026.
For this round, Hydrom is offering 300 square kilometres of land approximately 100 km from the Special Economic Zone at Duqm (SEZAD). Unlike previous fixed land allocation models, developers may now choose their preferred site and land area within this zone—starting from a minimum of 100 sq km. Each 100 sq km parcel is expected to yield at least 50,000 tonnes of green hydrogen annually.
Phased execution will not be permitted within awarded plots, but developers may request additional land for future expansion. Land leases will span 47 years—comprising 7 years for construction and 40 years for operations—starting from the award of the development and land sub-usufruct agreement.
According to Rumaitha Al Busaidi, Business and ICV Development Manager at Hydrom, land usage fees will apply from the start of production, alongside base royalties, performance-based upside fees, and applicable corporate taxes. Hydrom also retains a “back-in right” to acquire equity in the project company.
In a new development, Hydrom will consider allowing excess green electricity from project sites to be supplied to the national grid, subject to regulatory approvals.
Qualified developers will be expected to establish projects to produce green hydrogen or its derivatives for both domestic use and export markets. Hydrom will also provide access to shared infrastructure, currently in the pre-FEED stage, with Final Investment Decision (FID) expected by 2027 and commissioning by 2030.
These projects will benefit from a planned 2,000-kilometre hydrogen pipeline network and the world’s first liquid hydrogen export corridor connecting Oman to the Netherlands and Germany.
Through its first two auction rounds in Duqm and Dhofar, Oman has already awarded eight large-scale green hydrogen projects, securing over $49 billion in investment. These projects aim to produce more than 1 million tonnes of green hydrogen annually by 2030, powered by over 30 GW of renewable energy.
