Manila Water and Canlubang Sugar Estate Partner for Major Bulk Water Project

Manila Water’s subsidiary, Manila Water Philippine Ventures (MWPV), has partnered with Canlubang Sugar Estate (CSE) for a significant 25-year bulk water supply project aimed at enhancing water access across various towns in Laguna.

The partnership was marked by a groundbreaking ceremony held at the Canlubang Golf and Country Club in Cabuyao, Laguna. The P1.4 billion ($24 million) Bulk Water Supply Project will involve rehabilitating the Matang Tubig Spring (MTS) as the primary water source and constructing a 13-kilometer transmission line to connect the MTS Source Upper Box with the Laguna Wellfield Reservoir in LTI Annex, Biñan. MWPV’s construction arm, Manila Water Infratech Solutions, will handle the construction, while its operating unit, Estate Water, will manage and operate the facility.

The MWPV-CSE Bulk Water Supply Project is designed to provide a more sustainable surface water supply compared to conventional groundwater sources. Over the next 25 years, Estate Water will deliver 17 million liters of potable water daily from MTS to Laguna Water, MWPV’s concessionaire in the Laguna province.

Manila Water Chief Operating Officer for Non-East Zone and Manila Water Philippine Ventures President, Melvin John Tan, expressed a commitment to executing the project with integrity and efficiency, focusing on improving the quality of life for customers in the Laguna Water concession area.

Jose Ramon Yulo, President of CSE, emphasized the importance of safeguarding and sustaining water resources, highlighting the collaboration’s role in achieving these goals with the support of the community, government, and the Yulo family.

DENR Undersecretary for Integrated Environmental Science and Head of the Water Resources Management Office, Carlos Primo David, affirmed DENR’s commitment to supporting and partnering in water projects. He expressed optimism about future collaborations with Manila Water, reflecting strong backing from government officials and stakeholders.

The event also saw participation from CSE, MWPV teams, and the Provincial Government of Laguna, represented by Laguna Provincial Administrator Atty. Dulce Rebanal and Laguna Provincial Legal Counsel Atty. Rodel Paderayon.

Atty. Rebanal praised the project as a symbol of hope and collaboration, reinforcing Laguna’s support for initiatives that improve residents’ lives. Manila Water President and CEO, Jocot De Dios, assured that Laguna Water aims to replicate the best practices of Manila Water’s East Zone, ensuring high-quality service to Laguna’s customers.

“We are dedicated to making this project a success and ensuring reliable water service to all areas we serve, both within and beyond Metro Manila,” De Dios added.
