Kuwait Oil Company (KOC) has received proposals from two major engineering and construction firms for its Jurassic Light Oil (JLO) Export Facilities and Upgrading of Existing Export Network project — a key initiative aimed at expanding Kuwait’s crude export capacity and optimizing its upstream infrastructure.
The bidders and their submitted prices are as follows:

Larsen & Toubro (L&T) Limited: KWD 303.5 million

Petrofac: KWD 310.5 million
The project forms part of KOC’s broader strategy to enhance its handling and export capabilities for both Kuwait Export Crude (KEC) and Jurassic Light Oil (JLO), a high-value crude produced from northern Jurassic reservoirs.
Scope of work under the JLO Export Facilities project includes:

Construction of new storage tanks and export facilities dedicated to JLO and KEC.

Upgrading and integration of the existing crude oil export network to handle dual crude streams.

Development of pipeline connections, pumping stations, and control systems to improve reliability and throughput.

Installation of metering and monitoring systems to ensure accurate custody transfer and compliance with international export standards.
Once completed, the project will strengthen Kuwait’s capacity to efficiently blend, store, and export multiple grades of crude, supporting the country’s long-term production and export strategy.
The evaluation of bids is currently underway, and KOC is expected to award the engineering, procurement, and construction (EPC) contract in the coming months.
