Penspen Secures Multi-Million Pound Contract for HyNet CO2 Pipeline Project
Penspen, a leading international energy consultancy, has been awarded a multi-million-pound contract by United Living Infrastructure Services to advance the HyNet CO2 Pipeline Project in Liverpool Bay, UK. This project aims to transform northwest England into a global leader in low-carbon industrial clusters.
Penspen will lead the detailed engineering design of onshore CO2 pipelines and above-ground installations (AGIs), transporting captured carbon emissions from Stanlow’s industrial sites to the Liverpool Bay CCS storage facility at Point of Ayr. The project combines new infrastructure with repurposed assets to maximize efficiency.
With over 70 engineering specialists dedicated to the project, Penspen’s teams in London and Aberdeen are collaborating to deliver innovative solutions for this critical phase.

The HyNet North West project, supported by recent UK government funding, includes large-scale carbon capture and storage alongside low-carbon hydrogen infrastructure. It features a hydrogen production plant, transport and storage networks, and aims to permanently store carbon emissions in depleted hydrocarbon fields beneath Liverpool Bay.
The pipeline will run from Ince Facility to Point of Ayr Terminal via Stanlow Refinery, equipped with block valve stations and AGIs, ensuring safe, high-pressure cross-country CO2 transport. Once operational, HyNet is expected to cut CO2 emissions by up to 10 million tonnes in the 2030s, significantly contributing to the UK’s net-zero ambitions.
