Spain’s ACCIONA and Egypt’s DHCU have won an €35 million contract to operate and maintain the Gabal El Asfar plant, one of Africa’s largest wastewater treatment facilities. The eight-year deal, signed with Egypt’s Construction Authority for Potable Water and Wastewater (CAPW), covers upgrades and rehabilitation for Phase II of the plant, including two treatment units with a capacity of 500,000 m³/day each.
Located in eastern Cairo, the Gabal El Asfar plant serves over 8 million people and has a total treatment capacity of 2.5 million m³/day.
This new deal builds on ACCIONA’s earlier involvement in the facility’s expansion in 2013 and its current O&M contract for Phase I, secured in 2022. That unit alone handles 1.5 million m³/day.
Beyond this major plant, ACCIONA remains active across Egypt’s water sector — from operating New Cairo’s drinking water system to building five other plants serving six million people. The company also developed the massive Bahr Al Baqr plant (5.6 million m³/day) and currently operates several other wastewater plants nationwide.
