Egypt has secured €262.3 million in funding from France and the European Union (EU) to support key initiatives in water treatment, sanitation, renewable energy, and railways. The agreements, which were signed during French President Emmanuel Macron’s state visit, are part of a new strategic partnership between Egypt and France.
Rania Al-Mashat, Egypt’s Minister of Planning, Economic Development, and International Cooperation, described the agreements as a significant step forward in Egyptian-French relations, strengthening the broader Egyptian-European strategic partnership.
During Macron’s visit, Al-Mashat signed two crucial agreements with the French government, witnessed by both Presidents Macron and Abdel Fattah El-Sisi. These agreements included a renewed declaration for technical and financial cooperation, along with a declaration to implement four key projects aligned with Egypt’s economic goals.
Al-Mashat highlighted that this strategic partnership reflects the long-standing and robust ties between Egypt and France, and will help foster trade, investment, and economic collaboration. She also noted that future consultations with French authorities will identify priority projects for financing through the French Development Agency (AFD), focusing on sustainable infrastructure, climate action, and human development.
Key Projects under the Agreements:

Regional Control Center Project, Alexandria
Supported by €50 million in concessional financing from AFD and a €10 million EU grant, this project aims to modernize Alexandria’s electricity grid, improve supply quality, and help the city become a regional energy hub. -
New Wastewater Treatment Plant, East Alexandria
With €68 million in AFD financing and a €2 million grant, this plant will serve around 1.5 million people, relieving pressure on existing infrastructure and supporting urban growth. -
Robiki / 10th of Ramadan / Belbeis Railway Line
Backed by €70 million in financing and an €800,000 grant, this project aims to enhance local industry competitiveness, reduce transport costs, and improve logistics by speeding up goods movement from dry ports to seaports. -
Al-Gabal Al-Asfar Wastewater Treatment Plant (Phase 3)
This expansion project will receive €50 million from AFD, a €1.5 million grant, and a €10 million EU grant. It aims to increase treatment capacity to meet growing demand and improve sustainable water management.
