Saudi Arabia Launches East Riyadh ISTP Project RFP

The Saudi Water Partnership Company (SWPC) has officially launched a Request for Proposals (RFP) for the East Riyadh Independent Sewage Treatment Plant (ISTP), a key initiative to support Riyadh’s growing infrastructure needs.

This large-scale project will be delivered under a Build, Own, Operate, and Transfer (BOOT) model with a 25-year concession term. The ISTP will play a vital role in enhancing wastewater management in the capital.

In its first phase, the plant will treat 200,000 cubic meters of wastewater per day (m³/d), expanding to 400,000 m³/d in the second phase. Operations are planned to begin in 2029. The project will also include a treated sewage effluent (TSE) transmission pipeline, enabling treated water reuse for non-potable purposes, supporting sustainability and water conservation goals.

The East Riyadh ISTP is part of SWPC’s broader vision to strengthen private sector involvement in the Kingdom’s water sector, aligning with the goals of Saudi Vision 2030 for sustainable water and environmental management.
