DeLa Express LLC, a subsidiary of Moss Lake Partners LP, has awarded a front-end engineering design (FEED) contract to Wood for a proposed natural gas pipeline aimed at transporting liquids-rich gas from the Permian Basin in West Texas to the US Gulf Coast. The project, known as the DeLa Express pipeline, is set to move 2 billion cubic feet per day (bcfd) of natural gas from the Delaware Basin in Texas to Louisiana.
Project Overview
The pipeline will span approximately 645 miles, featuring a 42-inch outer diameter (OD) mainline that will run from Compressor Station 1 in Winkler County, Texas, to a gas processing facility in Calcasieu Parish, Louisiana. The design will also incorporate six lateral pipelines totaling 139 miles, with Burrow Global LLC managing the compressor station subcontracting.
Key Pipeline Laterals
The six associated lateral pipelines include:
- Field Gas Transport Lateral: A 60-mile, 42-in. OD pipeline through Reeves, Loving, and Winkler Counties, Texas, alongside a 35.5-mile non-jurisdictional liquids line.
- Red Bluff Lateral: An 8.3-mile, 24-in. OD pipeline in Reeves County.
- China Draw Lateral: A 6.7-mile, 30-in. OD pipeline in Reeves County.
- Lea Lateral: A 5.9-mile, 30-in. OD pipeline in Loving County.
- Pecos Lateral: A 33.8-mile, 30-in. OD pipeline spanning Winkler and Ward Counties, accompanied by a non-jurisdictional liquids line.
- Andrews Lateral: A 24.3-mile, 30-in. OD pipeline in Winkler and Andrews Counties, paired with a non-jurisdictional liquids line.
Additional Infrastructure
The project includes six electric-driven compressor stations located in Winkler, Glasscock, Coleman, Coryell, Brazos, and Liberty Counties, Texas. There will also be three dew point control sites in Loving, Ward, and Andrews Counties, along with a stabilization plant at the Winkler County compressor station.
The pipeline will be supported by 42 mainline and five lateral valve sites, several meter stations, and pig launcher/receiver sites, including 10 collocated within other facilities and four standalone sites. Notably, around 83% of the pipeline route will follow existing rights-of-way along pipelines, utilities, or roads.
Regulatory Status
DeLa Express LLC initiated the pre-filing review process with the Federal Energy Regulatory Commission (FERC) in April 2024. FERC is currently in the scoping phase, gathering input from the public and relevant agencies, with comments being accepted until September 23, 2024.
This project, once completed, will play a pivotal role in expanding natural gas transportation infrastructure from the Permian Basin to key Gulf Coast markets.
