President Daniel Boric of Chile has introduced the Green Hydrogen Action Plan, developed by the Strategic Committee in collaboration with key stakeholders including former President Michelle Bachelet, Minister of Energy Diego Pardow, and former Minister of Energy Juan Carlos Jobet.
The comprehensive plan comprises 81 measures across 18 lines of work, to be implemented in two stages. The initial phase, spanning from 2023 to 2026, focuses on establishing conditions for industry development, defining environmental and social standards. Subsequently, from 2026 to 2030, efforts will concentrate on territorial planning, regulations, local development, citizen participation, and human capital preparation for green hydrogen advancement.
Key initiatives include the installation of electrolyzer equipment in technical-professional high schools, commencing in the Magallanes Region and expanding to Antofagasta and Biobío. Additionally, the H2V Facility Window with Green Credit will be launched to support hydrogen project financing.
The plan allocates tax land for the green hydrogen industry, with the initial process prioritizing projects in the Antofagasta Region. Furthermore, enhancements to the R&D law and streamlining of environmental evaluation processes are underway.
Corfo promotion instruments will be leveraged to support green hydrogen initiatives, while measures to stimulate domestic hydrogen demand through an emissions trading system are also outlined.
The government emphasizes extensive public engagement in drafting the plan, with over 1,000 industry representatives and civil society organizations participating in 22 citizen hearings and workshops nationwide. The document received approximately 1,900 comments and observations during the public consultation phase.
